Barwon Heads Road Upgrade Stage 2 set to begin construction in 2025

Motorists, cyclists and pedestrians will soon have safer and more reliable journeys on Barwon Heads Road with works set to begin on Stage 2 upgrades in 2025. 

The $250 million project is jointly funded by the Australian and Victorian Governments, each contributing $125 million. 

The Barwon Heads Road Upgrade – Stage 2 project will include: 

  • Adding new lanes on Barwon Heads Road between Reserve Road in Charlemont and Lake Road in Armstrong Creek 
  • Upgrading intersections at Warralily Boulevard, Central Boulevard and Precinct Road 
  • Installing new traffic lights at Newport Drive and Boundary Road 
  • Installing new pedestrian crossings with traffic lights 
  • Building new shared walking and cycling paths and dedicated on-road cycling lanes 
  • Installing new street lighting, road signage, drainage and landscaping

This upgrade will enable Barwon Heads Road to cater for about 35,000 motorists daily by 2036. 

Early works will begin in early 2025 and major construction on the project will commence in late 2025. 

Planning work alongside investigations and community feedback helped shape the detailed design for Stage 2, which will upgrade a 4-kilometre stretch of Barwon Heads Road between Reserve Road, Charlemont and Lake Road, Armstrong Creek. 

The first stage of the upgrade was completed in mid-2023, and it included building new lanes between Settlement Road, Belmont and Reserve Road, Charlemont. This stage also delivered a bridge over rail line at Marshall, upgraded key intersections, added new traffic lights and built 4 kilometres of shared paths with street lighting and landscaping.
