Detailed design is now underway on the $190 million The Horsley Drive upgrade at Horsley Park, taking this project a step closer to construction.
This upgrade is jointly funded by the New South Wales and Australian Governments.
The Horsley Drive is a vital connection through to the M7 Motorway, and this upgrade is essential to the growing Horsley Park community as it is set to cut travel times as well as improve safety for all road users and boost freight movement.
“This is another essential step for what is an incredibly important project we are determined to push forward with.
“Western Sydney is projected to house more than 3 million people by 2036 and absorb two-thirds of Sydney’s total population growth. This needs a significant injection of supporting infrastructure that really improves people’s daily lives.
“The 2024-25 BSW Budget allocated $1 billion for new roads, connecting communities with the Airport and Bradfield City Centre. This investment brings the total program for Western Sydney Roads to $5.2 billion over four years,” Minister for Roads and Regional Transport Jenny Aitchison said.

The State Government is also reviewing a Voluntary Planning Agreement that was recently put forward by a developer. If progressed alongside Stage 1 of the upgrade, this proposal would see The Horsley Drive upgraded to two lanes in each direction between the M7 and Cowpasture Road.
Community feedback on the agreement that was gathered earlier this year is now being carefully considered.

Construction tenders for Stage 1 works are expected to open in mid-2026, with works anticipated to take up to two years to complete once contracts are awarded.
Meanwhile, geotechnical and utilities investigation works will commence soon, with lane closures and traffic controls in place as part of the final design process.
