Detailed design progresses on $190m The Horsley Drive Upgrade Stage 1

Detailed design is now underway on the $190 million The Horsley Drive upgrade at Horsley Park, taking this project a step closer to construction. 

This upgrade is jointly funded by the New South Wales and Australian Governments. 

The Horsley Drive is a vital connection through to the M7 Motorway, and this upgrade is essential to the growing Horsley Park community as it is set to cut travel times as well as improve safety for all road users and boost freight movement. 

“This is another essential step for what is an incredibly important project we are determined to push forward with. 

“Western Sydney is projected to house more than 3 million people by 2036 and absorb two-thirds of Sydney’s total population growth. This needs a significant injection of supporting infrastructure that really improves people’s daily lives. 

“The 2024-25 BSW Budget allocated $1 billion for new roads, connecting communities with the Airport and Bradfield City Centre. This investment brings the total program for Western Sydney Roads to $5.2 billion over four years,” Minister for Roads and Regional Transport Jenny Aitchison said. 

The upgrade will be carried out in two stages, with the first stage to include: 

  • An additional eastbound lane, west of Wallgrove Road 
  • An additional right turn lane westbound (onto Wallgrove Road Northbound) 
  • An additional eastbound lane between the M7 Motorway and Wallgrove Road 
  • An additional right turn lane on Wallgrove Road northbound (onto The Horsley Drive Eastbound) 
  • New medians and traffic islands 
  • Provision for future shared bike and walking paths 

The State Government is also reviewing a Voluntary Planning Agreement that was recently put forward by a developer. If progressed alongside Stage 1 of the upgrade, this proposal would see The Horsley Drive upgraded to two lanes in each direction between the M7 and Cowpasture Road. 

Community feedback on the agreement that was gathered earlier this year is now being carefully considered. 

The overall The Horsley Drive Upgrade is proposed to include: 

  • A four-lane divided road between the M7 Motorway and Cowpasture Road with a wide central median to allow for six lanes in the future 
  • An extra eastbound lane from west Ferrers Road to Cowpasture Road 
  • A pedestrian and cyclist shared path along The Horsley Drive, connecting to the Western Sydney Parklands cycleway 
  • Upgrade of the Ferrers Road intersection and Cowpasture Road north intersection 
  • Replace the roundabout at The Horsley Drive and Cowpasture Road with a traffic light intersection 

Construction tenders for Stage 1 works are expected to open in mid-2026, with works anticipated to take up to two years to complete once contracts are awarded. 

Meanwhile, geotechnical and utilities investigation works will commence soon, with lane closures and traffic controls in place as part of the final design process. 

“This upgrade is fantastic news for residents who’ve faced congestion on The Horsley Drive for years. 

“It’s a great example of our State and Federal Governments working together to deliver te infrastructure our community needs,” Member for Fairfield David Saliba said. 

“This project will ease traffic and improve safety for families and commuters in Prospect. 

“I’m proud to see our community’s safety concerns being addressed by the joint investments of our State and Federal Labor Governments,” Member for Prospect Hugh McDermott said. 

“This upgrade will help people get home safer and faster and support the growth of Western Sydney. 

“The Albanese Government is committed to delivering the infrastructure our communities deserve,” Federal Member for McMahon Chris Bowen said.
