Early works to begin on Dunheved Road Upgrade in Penrith

The proposed upgrade of Dunheved Road in Penrith, New South Wales is progressing, and the beginning of major construction is just around the corner. 

Following a competitive negotiation process, the Penrith City Council has appointed Georgiou Group to undertake preliminary works. 

Early works will prepare the project site for the main construction stage, and it will involve: 

  • Completion of the final civic design 
  • Securing utility approvals and investigations 
  • Site investigations for contamination 
  • Geotechnical investigations 
  • Detailed traffic management planning 
  • At-home noise assessment investigations for nearby properties 
  • Sewer and drainage work at Orleton Place (subject to EPA approval) 

Activities on site are expected to commence before Christmas and will take about six to nine months to complete. 

The Australian Government has committed $114 million – under the Infrastructure Investment Program – towards the Dunheved Road Upgrade. 

“Dunheved Road is vital to our transport network and its role in connecting the Penrith City Centre with our emerging growth centres will only become more important in the future,” Penrith Mayor Todd Carney said. 

“Doubling the capacity of Dunheved Road will benefit everyone from families heading to school and sport to small businesses serving the community. I’m pleased the Albanese Government is working with Penrith City Council to finally deliver it,” Minister for Infrastructure, Transport, Regional Development and Local Government Catherine King said. 

Key features of the proposed upgrade include: 

  • Dunheved Road will be upgraded to a dual carriageway, with 7-metre-wide carriageways in both eastbound and westbound directions 
  • A future-proofed intersection that will tie-in to Richmond Road and consider the integration with the Transport for NSW bus lane proposal 
  • A 3-metre-wide shared path is proposed along the southern edge of Dunheved Road, from Richmond Road to Werrington Road. A 1.5-metre-wide footpath is also provided along the northern edge of Dunheved Road for the majority of the length of the project 
  • Improvement of the existing Dunheved Road intersections at Richmond Road, Trinity Drive, Tasman Street, Greenbank Drive, Francis Street, Lavin Crescent, Shopping Centre Access, Henry Lawson Avenue, John Oxley Drive, John Batman Avenue, and Werrington Road 
  • Two new bridges: 
    • A new road bridge over Werrington Creek 
    • A new shared path bridge over Werrington Creek 
  • Three new concrete mountable roundabouts at: 
    • Tasman Street / Eton Road 
    • Henry Lawson Avenue / Madigan Drive 
    • John Batman Avenue / Ovens Drive 
  • An upgrade of the Orleton Place and Rugby Street drainage network (behind Lavin Crescent) 

Minor design changes have been proposed in the project’s Addendum REF and this includes the extension of noise wall as well as footpaths on Dunheved Road, Brookfield Avenue, and Lockyer Avenue. 

Additional planting at the Richmond Road intersection, on Dunheved Road at Henry Lawson Avenue, and on Dunheved Road have also been included in the proposed design changes. 

The main construction contract for this project is due to be awarded after preliminary works are completed, and main construction works are set to begin in mid-2026.
