An important milestone has been reached on the $700 million Kwinana Freeway Upgrade in Western Australia with Expressions of Interest (EOIs) opened for submission.
This EOI process will identify suitable qualified design and construction partners who will progress to the formal tender stage.

The Kwinana Freeway Upgrade – Roe Highway to Safety Bay Road is jointly funded by the Australian and Western Australian Governments, each contributing $350 million.
“Like so many Western Australians who live south of the Swan River, I understand how frustrating it is to be stuck in congestion along Kwinana Freeway.
“My government made a commitment during the election to make driving along the Kwinana Freeway easier – and by engaging with industry now, we’re getting on with the job of fixing it.
“These upgrades will do more than just ensure everyone in Perth’s south can easily use the roads they rely on to get to work or school, they will also support development of the Western Trade Coast and support my government’s Made in WA plan,” Premier and State Member for Kwinana Roger Cook said.
“Kwinana Freeway is one of Perth’s busiest transport corridors and is critical to ensuring the efficient movement of people and goods throughout the city.
“This upgrade will support jobs and economic growth and will deliver improvements in travel times, traffic flows, freight productivity and reliability,” Federal Infrastructure, Transport, Regional Development and Local Government Minister Catherine King said.
As one of Perth’s critical transport corridors, the Kwinana Freeway supports about 100,000 vehicles every weekday, and the proposed upgrade will help ease journeys for southern suburbs’ commuters as well as travellers to the south west.
The upgrade will target pinch points along Kwinana Freeway, with works including:
Community and stakeholder engagement as well as utility surveys, geotechnical and environmental investigations are already underway to help inform road designs.
Project construction is anticipated to commence in early 2027 and be completed in 2029, subject to regulatory approvals.
“Once complete, the Kwinana Freeway Upgrade project will improve road safety and ease congestion for the growing residential, commercial and industrial precincts between Perth and Rockingham.
“The Kwinana Freeway Upgrade follows the recent opening of the new Thornlie Cockurn rail line and represents our ongoing investment in improving the transport network across Perth’s southern suburbs,” WA Transport Minister Rita Saffioti said.
“The Kwinana Freeway is one of Perth’s critical transport corridors and this upgrade will reduce travel times and ease congestion.
“This is great news for all Western Australians, but particularly for workers and families living in suburbs like Rockingham, Baldivis and Honeywood.
“Faster and safer commute times means less time on the road and more time at home with loved ones,” Federal Member for Brand Madeleine King said.
