The Games Independent Infrastructure and Coordination Authority (GIICA) has appointed a Delivery Partner to deliver 17 new and upgraded 2032 Olympic and Paralympic Games venues across Queensland.
Following a robust procurement process, tier one design and construction management consortium Unite32 – comprised of Laing O’Rourke and AECOM – is named as the Delivery Partner for the Games venues, beating leading national and international firms also eyeing the role.
This marks a significant milestone in the $7.1 billion Games Venues Infrastructure Program jointly funded by the Australian and Queensland Governments.
“After 1,200 days of Queensland Labor’s Games chaos, Queenslanders deserve certainty and confidence in the Games.
“The Crisafulli Government has acted decisively to get the Games back on track and the Delivery Partner will ensure every venue is delivered on time, on budget, and with lasting benefits for our communities.
“This is about building a legacy of world-class infrastructure that serves Queenslanders well beyond 2032, restoring trust and delivering results for Queensland.
“These new and upgraded venues will make Queenslanders proud on the world stage, not just for four weeks in 2032, but for decades to come,” Deputy Premier and Minister for State Development, Infrastructure and Planning Jarrod Bleijie said.
The consortium will enhance GIICA’s existing team with extensive international design and construction management experience from the London 2012, Rio 2016, Paris 2024 and the LA 2028 Olympic and Paralympic Games.
Unite32 are Queensland specialists, with Laing O’Rourke, AECOM as well as the supporting teams delivering some of the State’s most important construction projects over the past 10 years with offices in major regional centres across Queensland.
“Our team has worked on Olympic and Paralympic Games including London 2012, Rio 2016, Paris 2024 and LA 2028, but as importantly we have worked across the length and breadth of Queensland to deliver significant infrastructure projects in local communities.

The integration of the consortium’s statewide workforce and expertise alongside GIICA’s highly experienced team will supercharge program management, procurement, and risk mitigation to deliver the complex portfolio of Queensland’s Games venues on time and within budget, focusing on world-class outcomes and transformational legacy.
The engagement of a Delivery Partner is one of the key recommendations from the 100 Day Review and it is a collaborative approach commonly used in large-scale construction and public infrastructure projects that leverages expertise and resources while also ensuring overarching client control and governance.
