Laing O'Rourke & AECOM JV named as Delivery Partner for 2032 Games venues

The Games Independent Infrastructure and Coordination Authority (GIICA) has appointed a Delivery Partner to deliver 17 new and upgraded 2032 Olympic and Paralympic Games venues across Queensland. 

Following a robust procurement process, tier one design and construction management consortium Unite32 – comprised of Laing O’Rourke and AECOM – is named as the Delivery Partner for the Games venues, beating leading national and international firms also eyeing the role. 

This marks a significant milestone in the $7.1 billion Games Venues Infrastructure Program jointly funded by the Australian and Queensland Governments. 

“After 1,200 days of Queensland Labor’s Games chaos, Queenslanders deserve certainty and confidence in the Games. 

“The Crisafulli Government has acted decisively to get the Games back on track and the Delivery Partner will ensure every venue is delivered on time, on budget, and with lasting benefits for our communities. 

“This is about building a legacy of world-class infrastructure that serves Queenslanders well beyond 2032, restoring trust and delivering results for Queensland. 

“These new and upgraded venues will make Queenslanders proud on the world stage, not just for four weeks in 2032, but for decades to come,” Deputy Premier and Minister for State Development, Infrastructure and Planning Jarrod Bleijie said. 

The consortium will enhance GIICA’s existing team with extensive international design and construction management experience from the London 2012, Rio 2016, Paris 2024 and the LA 2028 Olympic and Paralympic Games. 

Unite32 are Queensland specialists, with Laing O’Rourke, AECOM as well as the supporting teams delivering some of the State’s most important construction projects over the past 10 years with offices in major regional centres across Queensland. 

“Our team has worked on Olympic and Paralympic Games including London 2012, Rio 2016, Paris 2024 and LA 2028, but as importantly we have worked across the length and breadth of Queensland to deliver significant infrastructure projects in local communities.

The integration of the consortium’s statewide workforce and expertise alongside GIICA’s highly experienced team will supercharge program management, procurement, and risk mitigation to deliver the complex portfolio of Queensland’s Games venues on time and within budget, focusing on world-class outcomes and transformational legacy. 

The engagement of a Delivery Partner is one of the key recommendations from the 100 Day Review and it is a collaborative approach commonly used in large-scale construction and public infrastructure projects that leverages expertise and resources while also ensuring overarching client control and governance. 

“Since GIICA was established in November 2024, the Authority has pulled together a team of experienced, committed professionals to deliver the most ambitious sporting venues program in Queensland’s history – 17 new and upgraded venues across the state ready for 2032. 

“Today, with the engagement of the Delivery Partner, we have the ability to scale the team at pace, complement our strengths and enhance our Games and mega event experience to ensure we leverage the learnings and successes of previous Olympic and Paralympic infrastructure programs. I am looking forward to leading the best team in the country to build stadiums and sports centres for the Queenslanders of today and tomorrow,” Games Independent Infrastructure and Coordination Authority CEO Simon Crooks said. 

The $7.1 billion Games Venues Infrastructure Program will deliver 10 upgraded and 7 new venues including: 

  • Upgraded venues: 
    • Anna Meares Velodrome – Chandler Sports Precinct, Sleeman Sports Complex, Brisbane (planning and approvals phase) 
    • Barlow Park Stadium – Parramatta Park, Cairns (design phase) 
    • Brisbane Aquatic Centre – Chandler Sports Precinct, Sleeman Sports Complex, Brisbane (planning and approval phase) 
    • Brisbane International Shooting Centre – Belmont, Brisbane (planning and approval phase) 
    • Brisbane SX International BMX Centre – Chandler Sports Precinct, Sleeman Sports Complex, Brisbane (planning and approval phase) 
    • Chandler Sports Precinct, Sleeman Sports Complex, Brisbane (planning and approval phase) 
    • Queensland Tennis Centre – Tennyson, Brisbane (planning and approvals phase) 
    • Rockhampton Flatwater Facility – Fitzroy River, Rockhampton (planning and approval phase) 
    • Sunshine Coast Stadium – Kawana, Sunshine Coast (planning and approvals phase) 
    • Toowoomba Showgrounds – Glenvale, Toowoomba (planning and approvals phase) 
  • New venues: 
    • Brisbane Stadium – Herston, Brisbane (planning and approvals phase) 
    • Logan Indoor Sports Centre – Logan Central Precinct, Logan (planning and approvals phase) 
    • Moreton Bay Indoor Sports Centre – The Mill Precinct, Petrie, Moreton Bay (planning and approvals phase) 
    • National Aquatic Centre – Victoria Park, Spring Hill, Brisbane (planning and approvals phase) 
    • Para Sports Facility – Chandler Sports Precinct, Sleeman Sports Complex, Brisbane (planning and approvals phase) 
    • Redland Whitewater Centre – Birkdale, Redlands Coast (planning and approvals phase) 
    • Sunshine Coast Mountain Bike Centre – Maroochy River, Sunshine Coast (planning and approvals phase)
