Redevelopment of Blackwattle Bay progresses with Mirvac as delivery partner

The transformation of the former Sydney Fish Market site is moving forward with a major contract signed to redevelop the Blackwattle Bay precinct into a vibrant new waterfront destination.

Mirvac has been locked in as the development partner for the project, and this new milestone cements the next stage of renewal along Sydney Harbour’s western foreshore.

The project will begin with a new boardwalk to complete the missing link in the 15-kilometre Harbour Walk from Woolloomooloo to Rozelle Bay and deliver stunning 30-metre-wide waterfront promenade will open up the harbour foreshore for everyone to enjoy.

“This is another step forward for the renewal of Blackwattle Bay.

“Importantly the first thing to be delivered will be the missing link in the 15-kilometre foreshore walk from Rozelle Bay to Woolloomooloo, so people can better enjoy the foreshore.

“The Minns Labor Government is reviving Sydney’s vibrancy, delivering great new public spaces and maximising the opportunity for well-located housing,” Minister for Planning and Public Spaces Paul Scully said.

The redeveloped Blackwattle Bay precinct will deliver up to 1,400 new homes as well as over three hectares of public open space that includes urban parks, walkways and cycleways, and a mix of new commercial and retail offerings creating a thriving, connected community next to the new Sydney Fish Market and several active transport links.

This project is part of the Minns Labor Government’s plan to deliver more homes, the infrastructure and the essential services communities need, all at once, as part of one plan.

“This is an exciting new chapter in the transformation of Blackwattle Bay, turning this once neglected industrial harbourfront into a vibrant, accessible waterfront and opening up the next stretch of Sydney Harbour’s foreshore.

“Completing the missing link in the foreshore between Woolloomooloo and Rozelle Bay will be the final piece of the puzzle, creating a must-do Sydney attraction.

“The Minns Labor Government is delivering new homes, beautiful public spaces and better public access, creating a vibrant precinct that locals and visitors will enjoy for generations,” Minster for Lands and Property Steve Kamper said.


Partnering with a trusted Australian developer such as Mirvac will ensure the best outcome for the community, delivering infrastructure with diverse uses including quality homes, retail, and public spaces all guided by design excellence and in partnership with leading architects.

Sustainability is a big part of this project, which will also deliver innovative living seawalls – in partnership with the Sydney Institute of Marine Science – to help improve water quality, and achieve a target of net zero carbon by 2030.

Further design, approvals and community consultation will soon get underway as Infrastructure NSW and Mirvac work together to deliver long-term community value at Blackwattle Bay.

The redevelopment of Blackwattle Bay is set to be delivered in multiple stages, with early works on site anticipated to commence in 2027.

Renewal of the 1.1-hectare Bank Street Park under the Anzac Bridge is already underway, and it is being delivered by BESIX Watpac. This project is part of the 3.4 hectares of new public space that will reconnect the community with the harbour.

Blackwattle Bay presents a fantastic opportunity for Mirvac to apply over 54 years of experience in delivering beautiful homes and significant public amenity.

“Mirvac will deliver much-needed housing along with a richly layered foreshore promenade and a boardwalk to connect the site to the new Sydney Fish Markets,” Mirvac Group CEO and Managing Director Campbell Hanan said.
