Planning in full swing for $130m Avoca Drive Upgrade NSW

Planning for the much-anticipated upgrade of Avoca Drive at Kincumber, New South Wales is in full swing and the project’s first stage is being prioritised for delivery. 

The $130 million Avoca Drive Upgrade is jointly funded by the Australian and New South Wales Governments, each contributing $100 million and $30 million respectively. 

“This is a great day for the Central Coast. The upgrade of Avoca Drive has been talked about for years, and now it’s happening. 

“This is about building safer, more reliable connections for the 26,000 motorists who travel this route every day, as well as the parents, students and local businesses who depend on it. 

“The Albanese Government is proud to partner with the Minns Government to deliver the infrastructure Central Coast communities have been waiting for,” Federal Minister for Infrastructure, Transport, Regional Development and Local Government Catherine King said. 

This project will upgrade one of the Central Coast’s most congested corridors, improving safety as well as travel times for the thousands of motorists relying on this route each day. 

Priority stage 1 will focus on a one-kilometre section of Avoca Drive between Bungoona Road/Carrak Road and Joalah Road/Killuna Road in Kincumber. Not only will this upgrade help ease traffic, but it will also provide safer access for drivers, cyclists and pedestrians in the area. 

“The Minns Labor Government is focused on delivery – building safer, better and fairer transport connections right across NSW. 

“Avoca Drive is one of the Coast’s most important east-west links, and this upgrade will help people get where they need to go faster and more safely. 

“This is another example of our commitment to improving everyday journeys through better infrastructure,” NSW Minister for Roads Jenny Aitchison said. 

Overall, the project will see Avoca Drive widened to two lanes in each direction and deliver upgrades to key intersections. In addition, a new shared pathway will be built and bus stop improvements will be delivered to make it easier for locals to walk, ride and catch public transport. 

Community feedback will continue to shape the project, with the concept design and environmental assessment expected to be displayed for comment in early 2026. 

“This upgrade has been at the top of the list for locals for a long time, and we’re getting on with the job. 

“By working hand-in-hand with the community, we’re making sure the Avoca Drive upgrade delivers real benefits for residents, businesses and visitors,” NSW Minister for the Central Coast David Harris said. 

“This is fantastic news for Kincumber and the surrounding community. Locals have been calling for this upgrade for years, and today’s announcement shows our government is listening and delivering. 

“The improvements to safety, congestion and access will make a real difference for families, schools and small businesses,” NSW Member for Gosford Liesl Tesch said. 

Currently, the key features of the Avoca Drive Upgrade include: 

  • Providing two lanes in each direction between Boora Boora Road and Joalah Road 
  • Alternate options for replacing the existing roundabout at the Bungoona Road / Carrack Road intersection with traffic signals and other changes 
  • Intersection safety and efficiency improvements, including 
    • Converting Boora Boora Road to right in, left in and left out movements only 
    • Converting Island View Drive to left in / left out only 
    • Upgrading the Algona Avenue intersection to traffic signals 
    • Upgrading the Tilba Street / Gunya Road intersection to traffic signals 
    • Converting Davies Street to left in / left out only 
  • Provision of a new local roundabout at the intersection of Bungoona Road and Kincumber Street for the provision of improved accessibility both during and after construction of the project 
  • Removing mid-block pedestrian signals and crossings along Avoca Drive, with pedestrian crossing to be included at all new signalised intersections 
  • Removing on-street parking along Avoca Drive to allow for road widening 
  • Providing an on-road cycleway along the length of Avoca Drive 
  • Upgrading active transport connections, including provision of shared pathways along the length of Avoca Drive 
  • Upgraded bus stop facilities 

“The Central Coast is growing fast, and our infrastructure needs to keep up. 

“The Avoca Drive upgrade will not only ease congestion but also support active transport and public transport connections, making it easier and safer to move around our community. 

“I’m proud to see all levels of Labor Government working together to deliver this vital project for our region,” Federal Member for Robertson Dr Gordon Reid said.
